Personal and specific. Reference their specialty, where they want to work, and the assignments you've attached: "I've placed anesthesiologists for 15 years, I can see you're looking at Texas, we've got Dallas and Houston coming up." A generic "want a job? give me a call" won't get a reply, because another agency will have sent something specific.
